href=\"https:\/\/saludeverywhere.com\/accion-humanitaria-y-cooperacion-al-desarrollo\/accion-humanitaria-vs-desarrollo\/\">cooperaci\u00f3n internacional o la acci\u00f3n humanitaria<\/a> desconocen c\u00f3mo funcionan por dentro las organizaciones con las que podr\u00edan trabajar.<\/p><p>Es importante entender en qu\u00e9 se parecen y en qu\u00e9 se diferencian. Estas particularidades no solo se reflejan en su <strong>identidad y misi\u00f3n<\/strong>, sino que tambi\u00e9n determinan <strong>c\u00f3mo se distribuyen y desempe\u00f1an las funciones profesionales <\/strong>dentro de cada una. El CICR se define por su relaci\u00f3n con el derecho internacional y el mandato legal espec\u00edfico que le fue otorgado por los Convenios de Ginebra y los Estados. Por ello est\u00e1 fuertemente ligado a la neutralidad estricta, la imparcialidad y la independencia.<\/p><p>Existen otros actores, como las <strong>grandes agencias de Naciones Unidas (ACNUR, PMA, UNICEF)<\/strong> que, aunque nacieron casi un siglo despu\u00e9s, son organismos intergubernamentales. Por su mandato, otorgado por los pa\u00edses miembros de las Naciones Unidas, y por la manera en la que se ha dise\u00f1ado y ha evolucionado la arquitectura del sistema humanitario, concentran dos tercios de toda la <a href=\"https:\/\/saludeverywhere.com\/accion-humanitaria-y-cooperacion-al-desarrollo\/financiacion-humanitaria\/\">financiaci\u00f3n humanitaria<\/a> p\u00fablica y lideran, junto con otras agencias m\u00e1s recientes (como <a href=\"https:\/\/saludeverywhere.com\/accion-humanitaria-y-cooperacion-al-desarrollo\/coordinacion-humanitaria\/\">OCHA<\/a>), su coordinaci\u00f3n. Su volumen, sin embargo, tambi\u00e9n conlleva grandes niveles de burocracia interna.<\/p><p>Aunque algunas pocas ONG son incluso anteriores a las grandes agencias de las Naciones Unidas (como Save the Children, fundada en 1919), la mayor\u00eda son mucho m\u00e1s recientes. Entre las m\u00e1s veteranas est\u00e1 <strong>M\u00e9dicos Sin Fronteras<\/strong>, nacida en 1971 de la frustraci\u00f3n por el <a href=\"https:\/\/saludeverywhere.com\/accion-humanitaria-y-cooperacion-al-desarrollo\/dilemas-eticos-y-priorizacion-de-la-ayuda\/\">silencio humanitario<\/a> ante atrocidades. Esto define en gran parte la identidad de una organizaci\u00f3n que se distancia de la neutralidad silenciosa ante las atrocidades y violaciones de los derechos humanos. Tambi\u00e9n es una organizaci\u00f3n de emergencia de primera l\u00ednea que a menudo asume mayores <a href=\"https:\/\/saludeverywhere.com\/accion-humanitaria-y-cooperacion-al-desarrollo\/el-espacio-humanitario\/\">riesgos operativos<\/a>.<\/p><p>La mayor\u00eda de <strong>ONG que nacieron y se desarrollaron a partir de los a\u00f1os 90<\/strong> lo hicieron en un contexto marcado por el fin de la Guerra Fr\u00eda y el <a href=\"https:\/\/saludeverywhere.com\/accion-humanitaria-y-cooperacion-al-desarrollo\/reforma-humanitaria-tras-la-crisis-de-ruanda-1994\/\">genocidio de Ruanda<\/a>. Muchas de estas organizaciones, pese a responder tambi\u00e9n en emergencias y con una fuerte base de respeto a los <a href=\"https:\/\/saludeverywhere.com\/accion-humanitaria-y-cooperacion-al-desarrollo\/principios-humanitarios\/\">principios humanitarios<\/a>, se distancian de las anteriores por tener un enfoque mucho m\u00e1s basado en derechos y por alinearse fuertemente con <a href=\"https:\/\/saludeverywhere.com\/accion-humanitaria-y-cooperacion-al-desarrollo\/estandares-minimos-humanitarios-y-el-proyecto-esfera\/\">est\u00e1ndares t\u00e9cnicos<\/a> y mecanismos de coordinaci\u00f3n surgidos en este periodo.<\/p><p>Finalmente tenemos a las <strong>organizaciones nacidas en los primeros a\u00f1os del siglo XXI<\/strong>. Muchas de estas ONG (gran parte de las cuales son nacionales y locales) nacen con una visi\u00f3n muy cr\u00edtica del sistema humanitario en el que se han visto obligadas a desarrollarse y de sus cimientos coloniales: un sistema controlado por agencias de las Naciones Unidas, en el que ONG occidentales dictan estrategias y est\u00e1ndares t\u00e9cnicos. Por ello reclaman una <a href=\"https:\/\/saludeverywhere.com\/accion-humanitaria-y-cooperacion-al-desarrollo\/localizacion-poder-para-actores-locales\/\">transferencia de poder real y financiaci\u00f3n humanitaria a las comunidades y la sociedad civil organizada<\/a> de los pa\u00edses donde se producen las <a href=\"https:\/\/saludeverywhere.com\/accion-humanitaria-y-cooperacion-al-desarrollo\/crisis-humanitarias\/\">crisis humanitarias<\/a>.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-3a46331 elementor-widget elementor-widget-heading\" data-id=\"3a46331\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h3 class=\"elementor-heading-title elementor-size-default\">El pa\u00eds de origen de las organizaciones tambi\u00e9n importa<\/h3>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-0441d90 elementor-widget elementor-widget-text-editor\" data-id=\"0441d90\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>La heterogeneidad no solo depende del momento hist\u00f3rico en que nacieron las organizaciones, sino tambi\u00e9n del lugar en el que lo hicieron. En este sentido, y aunque resulta imposible abordar las diferencias entre todos los pa\u00edses, puede servir de ejemplo explorar algunas <strong>diferencias entre ONG internacionales europeas y las estadounidenses<\/strong>.<\/p><p>Aunque hay muchos m\u00e1s factores que determinan diferencias, hay ciertos patrones geogr\u00e1ficos relativamente comunes, relacionados con la neutralidad y la dependencia de poderes estatales. As\u00ed, las organizaciones europeas tradicionalmente han heredado los <strong>valores \u201cDunantistas\u201d<\/strong> del CICR. Muchas, adem\u00e1s, han sido tradicionalmente \u201crebeldes\u201d en cuanto a la aceptaci\u00f3n de est\u00e1ndares internacionales y muy cr\u00edticas ante intentos de politizar la ayuda internacional. Muchas organizaciones estadounidenses, sin embargo, \u00a0parten de una <strong>tradici\u00f3n \u201cWilsoniana\u201d<\/strong>, en la que aceptan tener fuertes v\u00ednculos con la pol\u00edtica exterior y financiaci\u00f3n de su gobierno.<\/p><p>Todo esto, en cualquier caso, no deja de ser un reduccionismo algo simplista que, en ocasiones, es sencillamente incorrecto.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-03d3810 elementor-widget elementor-widget-heading\" data-id=\"03d3810\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h3 class=\"elementor-heading-title elementor-size-default\">La experiencia profesional var\u00eda mucho entre organizaciones grandes o m\u00e1s peque\u00f1as, o seg\u00fan el modelo de financiaci\u00f3n<\/h3>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-7a9b2a6 elementor-widget elementor-widget-text-editor\" data-id=\"7a9b2a6\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>El tama\u00f1o de las organizaciones, en gran parte dependiente de su modelo y volumen de financiaci\u00f3n, tambi\u00e9n puede marcar grandes diferencias en sus principios y valores, y en la experiencia profesional de sus equipos.<\/p><p>Hay <strong>grandes organizaciones<\/strong> en las que gran parte del trabajo consiste en expandir su crecimiento, hacer visible su marca y tratar de captar m\u00e1s fondos y recursos para poder prestar m\u00e1s y mejor asistencia humanitaria. Aunque su volumen puede permitir captar mejor talento y desarrollar mayor capacidad operativa y t\u00e9cnica, tambi\u00e9n supone una importante carga administrativa y burocr\u00e1tica y un distanciamiento de las comunidades.<\/p><p>Por el contrario, hay muchas <strong>organizaciones peque\u00f1as<\/strong> (generalmente locales) que mantienen una cercan\u00eda y confianza muy estrechas con las comunidades en las que trabajan, lo que les otorga un gran conocimiento del contexto operativo. Sin embargo, su menor acceso a financiaci\u00f3n para cubrir costes indirectos y estructurales les limita las posibilidades de crecimiento. Tambi\u00e9n disponen de menos recursos para mantener sistemas de seguridad o para retener personal con talento y experiencia, altamente demandado por organizaciones mayores que ofrecen mejores condiciones laborales y de desarrollo profesional.<\/p><p>La independencia de fuentes de financiaci\u00f3n p\u00fablica, o <strong>el acceso a financiaci\u00f3n multianual y flexible, principalmente de origen privado<\/strong>, tambi\u00e9n determina mayor libertad operativa. Page updated on March 31, 2026 Text and photo: Bruno Abarca Many people interested in working professionally in international cooperation or humanitarian action are unaware of the inner workings of the organizations with which they might work. It is important to understand how they are similar and how they differ. These particularities are not only reflected in their identity and mission, but also determine how professional functions are distributed and performed within each one. This can greatly condition the experience of each of the people who work in them. Why no two humanitarian organizations are alike The humanitarian system has evolved over more than two centuries, and today it is made up of an enormous network of different types of organizations. Beyond the classic differences between UN agencies and NGOs, to fully understand why no two humanitarian organizations are alike, we need to delve deeper into other factors. If there is one humanitarian organization that is radically different from all others, it is the International Committee of the Red Cross (ICRC), founded in 1863. The ICRC is defined by its relationship to international law and the specific legal mandate given to it by the Geneva Conventions and States. It is therefore strongly linked to strict neutrality, impartiality and independence. There are other actors, such as the major UN agencies (UNHCR, WFP, UNICEF) which, although born almost a century later, are intergovernmental bodies. Because of their mandate, granted by UN member countries, and because of the way in which the architecture of the humanitarian system has been designed and has evolved, they account for two-thirds of all public humanitarian funding and, together with other more recent agencies (such as OCHA), lead its coordination. Their volume, however, also entails high levels of internal bureaucracy. Although a few NGOs even predate the large UN agencies (such as Save the Children, founded in 1919), most are much more recent. Among the oldest is M\u00e9decins Sans Fronti\u00e8res, born in 1971 out of frustration at the humanitarian silence in the face of atrocities. This largely defines the identity of an organization that distances itself from silent neutrality in the face of atrocities and human rights violations. It is also a frontline emergency organization that often takes greater operational risks. Most NGOs that were born and developed from the 1990s onwards did so in a context marked by the end of the Cold War and the Rwandan genocide. Many of these organizations, despite also responding to emergencies and with a strong basis of respect for humanitarian principles, are distanced from the previous ones by having a much more rights-based approach and by aligning themselves strongly with the technical standards and coordination mechanisms that emerged in this period. Finally, we have the organizations born in the early years of the 21st century. Many of these NGOs (many of which are national and local) are born with a very critical view of the humanitarian system in which they have been forced to develop and of its colonial foundations: a system controlled by UN agencies, in which Western NGOs dictate strategies and technical standards. They therefore call for a transfer of real power and humanitarian funding to communities and organized civil society in the countries where humanitarian crises occur. The country of origin of the organizations also matters Heterogeneity depends not only on the historical moment in which the organizations were born, but also on the place where they were born. In this sense, and although it is impossible to address the differences between all countries, it may serve as an example to explore some differences between European and American international NGOs. Although there are many more factors that determine differences, there are certain relatively common geographical patterns, related to neutrality and dependence on state powers. Thus, European organizations have traditionally inherited the \u201cDunantist\u201d values of the ICRC. Many, moreover, have traditionally been \u201crebellious\u201d in their acceptance of international standards and highly critical of attempts to politicize international aid. Many U.S. organizations, however, start from a \u201cWilsonian\u201d tradition, in which they accept strong links to their government's foreign policy and funding. All this, however, is a somewhat simplistic reductionism that is sometimes simply wrong. Professional experience varies greatly between large and smaller organizations, or according to the funding model The size of organizations, largely dependent on their funding model and volume, can also make big differences in their principles and values, and in the professional experience of their teams. There are large organizations where much of the work consists of expanding their growth, making their brand visible and trying to attract more funds and resources to be able to provide more and better humanitarian assistance. While their size may allow them to attract better talent and develop greater operational and technical capacity, it also means a significant administrative and bureaucratic burden and a distancing from communities. In contrast, there are many small (usually local) organizations that maintain a very close proximity and trust with the communities in which they work, which gives them a great deal of knowledge of the operational context. However, their lesser access to funding to cover indirect and structural costs limits their possibilities for growth. They also have fewer resources to maintain security systems or to retain talented and experienced staff, who are in high demand by larger organizations that offer better working conditions and professional development. Independence from public funding sources, or access to multi-year and flexible financing, mainly from private sources, also determines greater
